The UPHS- College of Maritime Education recognizes the value of customer satisfaction in the competitive world of the shipping industry. It further recognizes that a major factor in this satisfaction is the supply of maritime graduates of an assured level of quality.
In view of this, the College of Maritime Education has a mission to provide the highest practicable standards in its three B.S. Degree Courses and Seafarers Rating Courses, complying with national and international regulations, molding young people to become competent professional seafarers and ship designers. This mission exemplifies the commitment of the College to strive for the realization of the University's mission to wit: "to produce Perpetualites who outstandingly value virtues of reaching out and helping others as vital ingredients to nation building."
Finally, the College of Maritime Education shall converge its programs in satisfying relevant international regulations on safety of life and property at sea and to the protection of the marine environment, thus adhering to the ideals of the International Maritime Organization (IMO), which is: "Cleaner Oceans, Safer Ships."

Former Coast Guard Commandant Assumes as Vice President For Maritime Affairs
Retired Philippine Coast Guard Commandant Admiral Wilfredo D Tamayo is the new Vice President for Maritime Affairs of the University of Perpetual Help System (UPHS).Admiral Tamayo graduated from the United States Coast Guard Academy in 1979 with a degree in Bachelor of Science in Civil Engineering. He earned his Masteral Degree in Business Administration from the La Salle University.
Prior to his assumption as the 22nd Commandant of the PCG, Admiral Tamayo had served as Vice Commandant for Operations, Vice Commandant for Administration, Chief of Coast Guard Staff, Commander of Coast Guard Fleet, Commander of Coast Guard Education and Training Command, and District Commander of National Capital Region, Southern Tagalog, and Bicol, among others.
His sea duty tour includes junior billets served on board the Philippine Navy’s BRP Sierra Madre (AL-57) and BRP Marinduque (LF-36), and the Coast Guard’s search and rescue vessel BRP Bessang Pass (SAR-75). He completed his Executive Officer tour on board the Coast Guard vessel BRP Corregidor (AE-891). His colorful sea duty culminated with the successful command of two (2) Coast Guard capital ships, the BRP CORREGIDOR (AE-891) which is a buoy and lighthouse tender, and the BRP EDSA II (SARV-002) which is a search and rescue vessel.
Admiral Tamayo had also successfully chaired the 4th Heads of Asian Coast Guard Agencies Meeting (HACGAM) in October 2008 and the 11th Asia Pacific Heads of Maritime Safety Agencies Forum (APHOMSA) in June 2010. In recognition of his remarkable achievements as Commandant of the Philippine Coast Guard from 01 June 2008 to 19 Apr 2011, Admiral Tamayo was awarded the prestigious Order of Lakandula with the rank of Commander by his Excellency Benigno S Aquino III, President of the Republic of the Philippines.
As the new Vice President for Maritime Affairs, Admiral Tamayo is all set to help position the UPHS College of Maritime Education (CME) and Maritime Training Center (MTC) in the forefront of maritime education and training in the country. His current initiatives are geared towards the attainment of greater self-reliance and capacity building measures in line with the UPHS CME’s vision-mission of “a premier institution that provides quality maritime education and training for the development of competent seafarers and maritime professionals with distinct knowledge, skills, attitude and values, and with high sense of diligence, loyalty, service, and honor essential to the pursuit of a maritime career in support of national development”.
